The program provides $0 access to a broad portfolio of verified IP, tools, training, and support to develop a system-on-chip (SoC) prototype, with clear, predictable pricing and license fees due only at manufacture. Startups also benefit from industry-leading technical support and a strong Arm ecosystem.
The program is designed for startups developing a silicon product with less than $50 million in funding and less than $5 million in annual revenue, though companies above these thresholds can also benefit from Arm Flexible Access.

What’s Included in Arm Flexible Access for Startups?
Arm Flexible Access includes an extensive SoC design portfolio with a wide range of Arm Cortex processors, Arm Mali Graphics and ISPs, Arm Corstone, Arm CoreLink, and Arm CoreSight system IP.
These are available together with free tools, training, and support to help reduce development time and speed time to market.
