No.  RVISS (ARMulator) is an instruction accurate model, optimised for performance.  While it can produce reasonably accurate cycle information for ARM7 and ARM9 based cores, it is NOT suitable for benchmarking ARM11 based cores.

If you need to benchmark code running on an ARM11 core, you should consider a cycle accurate simulator or use real hardware.
